No mention of funding in the report - Anywhere
The report only mentions curatives for communication and statistical metrics within govt. How does that equate to compensating the suffering? With no real fiduciary committment, the report is just hollow promises. Please tell me this isn't so.. Can we not cancel one weapons dev project to do the right thing by our loyal troops?

JKent, roger, often layouts of past and planned/programmed current year expenditures go into roadmaps. However, details on the specifics of what will get spent on what aren't.

The report does list one aspect of funding, that of Research, in Appendix A.
More specific data is listed Gulf War Veterans Report: Pre 9/11, August 2, 1990 to September 10, 2001, Department of Veterans Affairs, Washington, D.C. February 2011. Note: This report groups service to cover Veterans into clearly described but overlapping cohorts spanning the time from August 6, 1990 to January 31, 1992. The report is available at:

A roadmap is just that, laying out how to get from point A to point B. It provides a framework to inform budget development; after all, does you map of your state provide money layouts?
Once approved, the roadmap will guide development of funding expenditures. Further, dimly canceling a weapons development project won't help, different pot of money since that is in the Department of Defense and the VA is not part of the DOD; different cabinet department.
